A working biography.
Randall Stone is a financial planner and Enrolled Agent, former real-estate broker and developer, former Chico mayor and councilmember, public-finance practitioner, former university lecturer in Real Estate Finance, amateur-radio operator K6RCS, Life Loyal Sig, community volunteer and endurance athlete.
Current professional credentials include the Series 7, Series 66, Series 31, and Enrolled Agent designation. Financial planning and investment advisory services are currently offered in California; the federal Enrolled Agent practice is nationwide.
The useful biography is not the list. It is that each role changed the questions asked in the next one.
Housing policy meant more after developing affordable housing. Public finance meant more after assembling capital stacks. Planning meant more after becoming a parent. Accessibility meant more after walking and riding the routes people actually use.
On my own, Foothill, and Sigma Chi
World Championship team gold in Manchester was followed within weeks by full financial independence. Foothill College meant Dean’s List work while carrying 28 transferable quarter units, working full time and training. Sigma Chi followed: Beta Pi pledge in September 1994, initiation in April 1995, and later Kappa Theta affiliation at Chico State.
Finance, real estate and independent work
Financial licensing, independent practice, real-estate sales, brokerage and development moved from classroom economics into client and project consequences.
K6RCS
Formal amateur-radio licensing turned a childhood fascination with radio into years of operating, instruction, GEARS leadership and family communications.
Elected service
Chico City Council and mayoral service layered housing, transportation, accessibility, budgets, disaster recovery and regional governance onto the professional foundation.
Family, work and institutions
Financial and tax work continues alongside family, Shalom, Rosas de María, radio, youth activities and the usual amount of logistics required to make a full life look accidental.

Before the professional chronology
Manchester, independence, Foothill, and Sigma Chi.
The biography changes shape when 1993 is allowed to stay complicated. Team USA’s World Championship team gold in Manchester came in August. By October 1, after roughly two weeks’ notice to leave the family home, Randall was supporting himself. At Foothill College he made the Dean’s List while carrying 28 quarter units of transferable coursework, working full time and continuing to train.
He pledged Sigma Chi at Oregon State’s Beta Pi Chapter in September 1994, was initiated in April 1995, later affiliated with Kappa Theta at Chico State, served in fraternity risk management and chaired Derby Days around 1996. He remains a Life Loyal Sig. Phi Theta Kappa and Golden Key are part of the same academic and institutional period.
This is intentionally used as chronology, not as the current headshot. Finance, real estate, development and community work all predated elected office.
Before the titles accumulated
The chronology matters.
The public-service biography can make it look as though the story began at the Council dais. It did not. Financial work, real-estate development, Special Olympics, local organizing and outdoor life were already established parts of the record. Later offices added another layer rather than replacing the earlier ones.
The older photographs are useful when they demonstrate that continuity. They are less useful when treated as substitute current portraits, so the site keeps the distinction explicit.
