Heritage & representation
My maternal family is Mexican-American and comes from El Chante, Jalisco, not far from Autlán, the hometown of Carlos Santana. A public biography from 2007 described me as second-generation Mexican-American on my mother’s side, years before I ran for Chico City Council. My maternal grandparents came to the United States from Mexico.
I was elected in 2012 as Chico’s first Hispanic/Latino City Councilmember and became Chico’s first Hispanic/Latino Mayor in 2018. During my Council years, my ethnicity was openly challenged in Chico Enterprise-Record coverage and reader commentary. The dispute became pointed enough that my estranged mother wrote a letter to the editor confirming that I am Mexican-American and briefly describing the maternal ancestry. The exact Enterprise-Record letter is still being recovered for the source archive.
Competitive swimming and running began around age five. Rapp’s Triathlon followed at age nine in 1983, beginning a ten-season triathlon career of roughly 150 races, four Alcatraz crossings, Olympic Training Center invitations, Team USA in 1992–93, and the 1993 World Championship team gold in Manchester.
World Championship team gold in Manchester was followed within weeks by full financial independence. Foothill College meant Dean’s List work while carrying 28 transferable quarter units, working full time and training.
Financial licensing, independent practice, real-estate sales, brokerage and development moved from classroom economics into client and project consequences.
Formal amateur-radio licensing turned a childhood fascination with radio into years of operating, instruction, GEARS leadership and family communications.
Chico City Council and mayoral service layered housing, transportation, accessibility, budgets, disaster recovery and regional governance onto the professional foundation.
A less dignified professional footnote: Karden was born April 15, and my own birthday falls on May 15, the traditional Form 990 deadline for calendar-year nonprofits. Before the titles accumulated
The public-service biography can make it look as though the story began at the Council dais. It did not. Financial work, real-estate development, Special Olympics, local organizing and outdoor life were already established parts of the record. Later offices added another layer rather than replacing the earlier ones.
The older photographs are useful when they demonstrate that continuity. They are less useful when treated as substitute current portraits, so the site keeps the distinction explicit.

BRTC service: Randall Stone served on the Butte Regional Transportation Corporation Board of Directors from 2013 to the present. BRTC sits within the regional transportation and capital-finance work coordinated through the Butte County Association of Governments.

Before the council chambers
Randall performed with Sunnyvale Community Players for about a decade, at the busiest point appearing in roughly two productions a year. This photograph is from Damn Yankees; the role is remembered as young Joe Hardy and remains labeled as a recollection until a surviving program confirms the billing.
Theater belongs in the biography because public speaking did not materialize mysteriously with elected office. Years of rehearsals, ensemble work and live performance came first.
